The Delaware Urban and Community Forestry Program is offering grants up to $5000 for tree planting projects on public land or to help communities complete a professional tree inventory.
This program can also be used to supplement the replacing of trees along community roadways, which is common practice for some of our communities.

This seminar is intended to provide Civic and Homeowner Association Board members with answers to their most pressing legal issues involving their community association on which they serve as a member of the Board of Directors. This seminar, to be led by CCOBH President, Robert J. Valihura, Jr., Esquire, will cover topics of concern for the community, and can include: Corporate formation and compliance issues; intra-board dispute resolution, legal issue involving collection of annual dues and fees, legal enforceability of restrictive covenants and deed restrictions or any other issue of importance which Board members would like guidance about but were reluctant to retain a lawyer.
A former State Representative and a current Adjunct Professor of Law teaching the Delaware Corporate law applicable to corporations and Civic and Homeowner Associations, Bob focuses his practice on representation of communities such as yours up and down the state.
IMPORTANT: The issues which are likely to be covered will focus on what the Board can and cannot do, so please come with a copy of your certificate of incorporation, your bylaws, your community’s deed restrictions and, if applicable, any Declaration that binds your community. Because of CCOBH’s focus on representing civic and homeowner associations, this seminar will not address individual homeowner issues, including disputes that are just between homeowners or homeowner disputes with their homeowner or civic association.

Construction will begin at the site of the old DuPont Edgemoor Plant, for a new second port, within the next two years. Large box containers will be transported by rail and truck into and out of the DuPont Edgemoor Plant site. There will be significant truck transport, with primary method of transport by rail. Port operations (large cranes, lights, etc.) will be conducted around the clock, seven days a week. Neighbors of the Edgemoor Port was formed to partner with the port authorities to determine ways to enhance our community, and help mitigate any negative community impacts. We need your input now!! Please like our facebook page, Neighbors of the Edgemoor Port, and take our brief survey below. Your feedback is very important.

Hello Neighbors… I have a status update for the BCC (Brandywine Country Club) project.
The next step in the land use process is to prepare comments to be submitted to members of the State of DE PLUS hearing. (PLUS = Preliminary Land Use Service)
CCOBH asked and was granted a delay of the PLUS hearing so that it will not be any sooner than September. But we do not want to procrastinate.
Please note, CCOBH requested this delay for the benefit of the community to make sure that each of you, and the community as a whole, has a full and fair opportunity to comment and have decision makers hear and consider the concerns.
This is YOUR opportunity to have a meaningful impact on decision makers by helping draft community comments on the plan, as they relate to the individual state departments who have a say in this project.
CCOBH is seeking members of the community, CARZ members and neighboring civic association leaders to be part of a process of drafting and reviewing comments for each of the PLUS committee hearing members.
While the actual PLUS hearing is open to the public, there is no public comment at the hearing. However, having a large contingent of neighbors attend would benefit our efforts.
Several CCOBH board members will be participating in the process. For everyone else interested in participating, please send me an email at MCA@blanca.com we can include you in the, review, formation and execution of the comments for the PLUS committee members and the meetings we hope to hold with those decision makers prior to the PLUS hearing.
Following the PLUS hearing, the next step is the interaction the community can have with the NCC Land Use department, as they prepare their comments for the Planning Board Hearing. This is where we can benefit from an understanding of the “criteria” both the planning board and land use will use for their deliberations. This is when we should use the Cavaliers CC document I previously posted. Using Land Use’s recommendations about Cavaliers will help us focus on the specific criteria the department gives the most weight and priority, not that other issues are unimportant. It’s just that the Cavaliers’ letter gives us great insight into the process and what Land Use is looking at, such that we are best positioned to present arguments in the context of the criteria they give top priority.
After that, the next steps would be to plan comments we can share at the Planning Board hearing, then comments we can share at the NCC Council Land Use committee meeting, and, finally, comments we can share at the NCC Council vote on the BCC project. All of these steps in the process are months off, but planning now for them is not only critical, but will ultimately determine how successful the community will be. Please remember, based upon past votes on County Council, including the most recent one on the Cavaliers CC — a recommendation for a project by both the Planning Board and Land Use department will almost guarantee a majority vote by NCC Council, no matter how our lone Councilman votes. Our success depends upon our impact during the early stages of this land use process.
Thus, while it is possible the progress of the rezoning could be delayed or even stopped along the way, preparing as if the process is going to proceed to the end, will be our best strategy.
Please remember: CCOBH represents the consensus of the community. The inclusion of and participation by many concerned groups and neighbors will help us make the best arguments.

CCOBH is pleased to continue the agenda from our previous New Castle County Seminar. This seminar will be held Tuesday, May 29, 6:00-8:00 PM at the Claymont Library.
NCC Land Use and WILMAPCO have begun the 202 – Concord Pike Study. The area of the study will be from I-95 to the PA line, west to the Brandywine River and east to Shipley Rd.
Here are two preliminary reference documents, a 202 Market Assessment performed in 2017 and a WILMAPCO US Corridor Master Plan RFP to get you started.

A New Castle County Council District #2 Community Town Hall will be hosted by County Executive Matt Meyer and Councilman Bob Weiner at the Talleyville Fire Hall, 2919 Concord Pike on Thursday, April 26, at 7 p.m.
Beginning Wednesday, March 28, the County Executive hit the road with each member of County Council to discuss the Fiscal Year 2019 budget with residents in community town halls in every council district. Each town hall will feature an informational presentation and a review of the County’s fiscal challenges, followed by a question and answer session and discussion about County priorities as work is under way to enact a balanced budget.
“Please join us for a town hall to learn about steps we are taking to restore fiscal responsibility to county government and provide high quality critical services that save lives, protect the public health and drive our high quality of life,†County Executive Meyer said. “Bring your questions and participate in the conversation.â€
Since 2013, New Castle County government has spent more than it has raised in revenue, and when the Meyer administration took office in 2017 it assumed over $70 million of additional expenditure commitments over the next ten years without the revenue to pay for them. Over the past year, the Administration reduced annual spending by over $6.1 million without reducing county services. The proposed Fiscal Year 2019 budget includes more than $4 million in additional cost cutting, along with a state revenue package that has been presented to legislators in Dover and a modest county property tax increase. Balancing the budget through cuts alone would dramatically decrease police, paramedic and 911 services, as well as parks and libraries.
